Attorneys:

Heather D. Shand (Perkins) focuses her practice on all aspects of family law, divorces, child custody, including 3rd party custody matters, adoptions, tax, estate planning, probate and estate disputes, business planning, formation and disputes, elder law and Medicaid planning, and will contest litigation. She strives to serve her clients with compassion and professionalism to ensure the client’s needs and expectations are exceeded using whatever methods that further the client’s interests, including collaborative and mediation methods.

Admissions

Ms. Shand is licensed to practice in the State of Washington, as well as before the United States District Court for the Western and Eastern Districts of Washington and the Ninth Circuit Court of Appeals. She practices in Skagit, Whatcom, Snohomish and Island counties.

Ms. Shand is a member of the Washington State Bar Association, National Academy of Elder Law Attorneys, Skagit & Snohomish County Bar Associations, Practicing Law Institute and American Bar Association.

Community Service

Ms. Shand prides herself on giving back to the community in which she grew up. She is devoted to advancing children’s health, education and well-being. She is a member of the Skagit County Rotary, Vala Youngquist Guild benefitting Seattle Children’s (Hospital and Medical Center) and Skagit County Children’s Museum Board of Directors.

Education

Ms. Shand received her JD cum laude from Gonzaga University, where she received the honors of Phi Delta Phi and Dean's List. She received her LL.M. degree in Taxation from the University of Washington.

While in law school at Gonzaga, she was the managing editor of the Across Border International Law Journal and worked as a judicial clerk for the Honorable Ellen Kalama Clark of the Spokane County Superior Court.

About Ms. Shand

A native of the Skagit Valley, Ms. Shand recently left a large Seattle law firm where she provided litigation and planning services to clients. Upon relocating back to the Skagit Valley with her daughter, Ms. Shand formed The Shand Law Firm, PLLC with the goal to provide personal service to the Skagit, Whatcom and Snohomish county communities. Ms. Shand is pleased to be back in the Skagit Valley and excited to become part of the community and provide excellent professional services to its residents.

It is safe to say Heather bleeds purple and gold and is a loyal dawg fan. In her spare time, Ms. Shand enjoys spending time with her daughter and dogs. She enjoys reading, photography, traveling, cooking and entertaining.

Luella (Lu) Parker

Lu Parker has worked as a legal assistant since 1978. She brings a wealth of experience, wisdom, and patience to her job, and most clients find her to be a great resource when facing the challenges of a family law case. She strives to ensure the firm’s clients understand all aspects of their case and brings a personal touch to all of the cases.  Lu and her husband, Randy, live in Mount Vernon with their dog Hattie, who is a frequent visitor to the office.

Judy Shand

Judy Shand began working for Heather in 2005 shortly after Heather moved back to her home town of Mount Vernon and opened the Shand Law Firm, PLLC. She has extensive bookkeeping experience and handles Ms. Shand Perkins’ business and estate planning matters. She brings an energetic and positive attitude to her work. She is a long time resident of Skagit County and lives in Conway with her husband Gary and two dogs.
